Join NASPA – Student Affairs Administrators in Higher Education, in collaboration with the Public Policy Division, for an educational policy briefing focused on the implications of the U.S. Supreme Court’s end-of-term decisions. This session will provide analysis and context for higher education professionals navigating changes in legal landscapes that affect campus policies, student support services, and institutional responsibilities. Attendees will gain insights into how recent rulings may shape higher education policy, with a focus on actionable strategies and advocacy opportunities to support student and uphold core institutional values.

Daryl Lowe

Associate Vice President of Student Affairs

Spelman College

Daryl Lowe is the associate vice president of Students Affairs at Spelman College. Prior to his appointment, he served as the assistant vice president and dean of students at Valdosta State University, in which he was the first African American ever to hold that post. Lowe is very passionate about the student experience and development and is considered a thought leader on issues related to Title IX, Student Conduct, and Equity. Lowe graduated from Morehouse College with a BA in Philosophy. He later earned his Doctor of Jurisprudence degree from The University of Massachusetts School of Law at Dartmouth.

Allen Groves

Senior Vice President and Chief Student Experience Officer

Syracuse University

Allen Groves is the senior vice president and chief student experience officer at Syracuse University. Previously, he served as associate vice president and dean of students at the University of Virginia. Before his career in higher education, Groves was an equity partner at the law firm Seyfarth Shaw LLP. He earned his J.D. from the University of Virginia School of Law and a B.A. in history from Stetson University.

Jhenai Chandler, Ph.D.

Dr. Jhenai Chandler is the Vice President of Research and Policy at NASPA, where she leads efforts to advance student success and equity through research-based policy. She previously served as Senior Director of College Completion Policy at TICAS and has held leadership roles at Education Strategy Group and within Florida’s higher education systems. A first-generation college graduate and former parenting student, Chandler is committed to expanding access and support for diverse learners. She holds degrees from Florida A&M University, Nova Southeastern University, and a Ph.D. from Florida State University.
